ONE Nuclear’s 5 GW Louisiana Trilogy Is 4.08 GW of Gas, With 1 GW of SMR Still at the Study Stage

ONE Nuclear Energy announced a 5 GW three-project program in Louisiana on September 10, and the company’s own filing shows how little of it is nuclear. Project Cayman and Project Barracuda together account for roughly 4.08 GW of dispatchable natural-gas generation. Project Amberjack, the small modular reactor campus, targets up to 1 GW and has not selected a reactor technology. All three sit in the Ascension and Iberville parish corridor along the Mississippi River. The announcement reached investors as a Securities and Exchange Commission filing by Hennessy Capital Investment Corp. VII, the blank-check company taking ONE Nuclear public.

What Is Being Built

Cayman is the piece MGRID covered on September 2. It is a 2.88 GW natural-gas and battery project with a possible co-located data center campus, and ONE Nuclear holds a binding letter of intent for site control. The filing is blunt about what it is not. “No nuclear generation is included in Cayman’s current development plan,” it says.

Barracuda is the new one. ONE Nuclear is master-planning it as a 1.2 GW energy park and technology campus for hyperscale tenants. The planning configuration lists up to approximately 1 GW of critical IT data center capacity, approximately 1.2 GW of modular dispatchable gas generation, and approximately 300 MW / 1.2 GWh of four-hour battery storage. Amberjack is the standalone SMR campus, targeting up to 1 GW across multiple units.

Why It Matters

A developer with “Nuclear” in its name has put 4.08 GW of gas in front of up to 1 GW of reactors, and the sequencing is the honest part of the story. Gas turbines and four-hour batteries answer a hyperscaler’s 2029 load. An SMR campus does not, and ONE Nuclear does not pretend otherwise. Amberjack has site control and a work plan, which is further along than most announced SMR sites, but the filing lists technology selection, detailed engineering, environmental review, transmission studies, commercial arrangements, financing and federal licensing as still ahead.

For Louisiana the near-term question is interconnection and gas supply, not reactors. Roughly 4.08 GW of new dispatchable generation in one industrial corridor is a transmission planning problem before it is an energy transition story.

What Happens Next

ONE Nuclear plans public information meetings with parishes, agencies and other stakeholders from September through December 2026, with the first expected in October. Shareholders have approved the merger with Hennessy Capital Investment Corp. VII, which is expected to take the company public later this year.

Watch what gets built first. The filing says each project will advance on its own merits, phased against customer demand, fuel availability, utility requirements, interconnection studies, environmental review, permitting and financing. That is a long list of ways a 5 GW portfolio stays a 4.08 GW gas portfolio with a reactor campus still in study. ONE Nuclear also states plainly that its work to date is not an NRC site approval, a reactor license, or a final engineering determination.
