Elevate, ArcLight Bring 150 MW / 600 MWh Prospect Power Online — Largest Standalone Battery in PJM
- Capacity: 150 MW / 600 MWh
- PJM battery fleet impact: +50% (PJM COO Stu Bresler)
- Offtake: 15-year PPA with Dominion Energy Virginia
- Location: Rockingham County, Virginia
- Operations began: June 11, 2026
Elevate Infrastructure and ArcLight Capital Partners announced on June 11, 2026 that the 150 MW / 600 MWh Prospect Power battery energy storage facility in Rockingham County, Virginia has begun operating — the largest standalone battery storage asset in both Virginia and the PJM Interconnection, according to the companies. The facility’s output is fully contracted to Dominion Energy Virginia under a 15-year power purchase agreement.
What Was Commissioned
Prospect Power delivers up to 150 MW of fast-response power and stores 600 MWh of energy, providing flexible capacity to balance supply and demand, manage peak loads, and improve overall grid performance, the companies said. A June 11 ribbon-cutting in Rockingham County drew representatives from Dominion Energy, state and local officials, community leaders, and project partners, POWER magazine reported. PJM Chief Operating Officer Stu Bresler put the project’s scale in system terms: “This project increases battery storage capacity within PJM by more than 50%, marking a significant milestone for energy storage in our region.”
Why It Matters
Virginia is home to most of the nation’s data centers, and Elevate said the project reflects a strategy of investing in markets where electricity demand is growing fastest. “Prospect Power demonstrates how Elevate executes utility-scale battery storage at scale to strengthen grid reliability, support economic growth, and help meet the increasing energy needs driven by data centers, artificial intelligence, and electrification,” said Elevate CEO Joshua Rogol. The commissioning also lands amid consolidation in energy infrastructure capital: ArcLight managing partner Angelo Acconcia called battery storage an increasingly important source of grid capacity and reliability, and POWER noted ArcLight recently agreed to be acquired by DigitalBridge Group in a $1.05 billion deal. Josephus Allmond, Virginia’s chief energy officer, said Governor Abigail Spanberger recently signed legislation to encourage additional battery storage development across the Commonwealth.
Critical Perspective
Bresler’s own statistic doubles as the sharpest critique of PJM’s position: if a single 150 MW facility grows the region’s battery storage capacity by more than 50%, simple arithmetic on his figure puts PJM’s standalone battery fleet below 300 MW before Prospect Power arrived — in the grid region absorbing the country’s heaviest data center load growth. The 15-year contracted offtake with Dominion de-risks the project’s revenue, but it also concentrates the asset’s value in a single utility offtaker rather than the broader market. The real test is whether Virginia’s new storage legislation and PJM’s interconnection reforms turn one milestone project into a pipeline.
