Roanoke Schools Put 8 MWh of Batteries Behind Two Virginia Emergency Shelters at No Cost to the District

Roanoke City Public Schools will add 4 MWh of battery storage at each of its two high schools. Patrick Henry and William Fleming already carry 1 MW of solar generating capacity apiece. That is 8 MWh of storage across the Virginia district. The Virginia Department of Emergency Management awarded $450,000 from its 2026 Shelter Upgrade Assistance Fund. Developer Secure Solar Futures matched the grant with $2.1 million. Outside financing reaches $2.55 million, and the school division pays nothing up front. Both high schools hold a VDEM designation as public emergency shelters. The two systems form the first solar-powered microgrid at a K-12 public school division in Virginia.
The operating sequence is ordinary, and that is the point. Jeff Shawver, senior director of school plants for the district, described it to Canary Media. The shelter runs on the battery until the battery discharges. The diesel generators then start. The next day the sun recharges the battery and the cycle repeats. Storage does not retire the generators here. It delays the first diesel start and trims fuel burn across a multi-day outage.
The Money Comes Back Through PJM
The microgrids stay grid-connected and will sell energy storage services into PJM. That revenue, plus avoided utility spend, is expected to cover operating and maintenance costs for the systems. This is the part school boards tend to miss. A shelter battery that sits idle 360 days a year is a stranded asset. The same battery bidding into a wholesale market earns through the quiet months and pays for the standby duty.
Why It Matters
Schools carry a disproportionate share of emergency shelter duty. Generation180, a Charlottesville nonprofit, counts schools as 60% of FEMA-designated relief shelters in Virginia and half of them nationwide. Almost none of those buildings hold storage. A district that already owns rooftop solar holds the expensive half of a microgrid. The VDEM grant that paid for this one existed for years. No school had used it for anything but a diesel generator.
For facility managers watching this, the transferable detail is the funding path, not the hardware. A state shelter-upgrade fund wrote the check, a developer matched it under a power purchase agreement, and wholesale market revenue covers the running cost. Roanoke serves about 14,000 students. Any district with a shelter designation and a roof already has the same three pieces available.
The Published Figures Do Not Agree
Two numbers sets circulate for the wider rooftop program, and readers should know which is which. The February 2026 announcement from the district and Secure Solar Futures put 10.1 MW of solar across 32 RCPS locations under a 25-year power purchase agreement. That release claims 46.1% of annual power use covered and $60.2 million avoided over 35 years. Canary Media reported in September that nearly 9.4 MW is planned or installed across 29 rooftops and other sites, covering 44% of need. Its savings figures are more than $22 million off electric bills plus $24 million in avoided capital costs, over the same 35 years. The February set is the planned figure. The September set is the later reporting.
The install date splits the same way. Secure Solar Futures spokesperson Erik Curren told Cardinal News in February that the microgrid should be installed by July 2027. Canary Media reported in September that the storage is due by the end of this year. The February press release pins end of 2026 to the rooftop solar, not to the batteries. Nobody has reconciled the two dates in public.
Critical Perspective
The published record does not say how long 4 MWh carries a shelter. A high school running as a full shelter draws HVAC, kitchen and lighting loads that nobody has put a public number on. Shawver’s own description answers it indirectly, because the diesel generators still start. Storage moves the first diesel hour later. The district has not said by how much.
The PJM revenue is the load-bearing assumption and the least documented one. Operating and maintenance costs are expected to be covered by market participation and energy savings. No published figure supports that for either school. If the revenue underperforms, the developer absorbs it under the power purchase agreement rather than the district. That is the main reason a school board finds this structure attractive. It is also the reason another district struggles to copy it without a developer willing to carry the same risk.
The savings numbers moved between February and September, and nobody has reconciled them. The February release gave a single portfolio figure of $60.2 million over 35 years. September reporting gave two separate figures on the same 35-year basis, more than $22 million off electric bills plus $24 million in avoided capital costs. The rooftop totals moved too, from 10.1 MW across 32 locations to nearly 9.4 MW across 29. Readers quoting either set should date the figure they use.
