Meta and Constellation Energy signed a 20-year power purchase agreement on June 3, 2025 for the full output of the Clinton Clean Energy Center in DeWitt County, Illinois — 1,121 megawatts of nuclear electricity. The PPA takes effect in June 2027 when the plant’s Zero Emission Credit subsidy expires. Clinton operates one General Electric boiling water reactor at 1,092 MW, and Constellation will add 30 MW through plant uprates tied to the deal.

Critical Perspective

The 1,121 MW project adds nameplate capacity that will operate at a capacity factor of roughly twenty-five percent in most U.S. regions. PPAs signed at fixed rates look attractive today, but interconnection queue delays — now averaging forty-two months at MISO — can shift project economics before the first kilowatt-hour flows. The Ivanpah solar thermal project, similarly lauded at groundbreaking, delivered sixty-eight percent of projected output in its first three years. Does this contract include curtailment risk provisions, and if so, who absorbs the cost when midday oversupply forces dispatch reduction?

What Is Being Built

Clinton Clean Energy Center will supply Meta with continuous, emissions-free power starting in June 2027. The 1,121 MW output is sufficient to power approximately 800,000 homes and will support Meta’s growing AI data center workloads in the MISO region. The deal preserves 1,100 jobs at the plant and contributes $13.5 million annually in local tax revenue in DeWitt County. Constellation will also direct $1 million in charitable contributions to local nonprofits over five years.

Beyond securing the PPA, Constellation is evaluating options to expand the Clinton site with an advanced nuclear reactor or small modular reactor. No SMR decision has been announced.

Why It Matters

The Clinton deal is the second major nuclear PPA Constellation has signed with a tech hyperscaler, following Microsoft’s 2023 agreement to restart Three Mile Island Unit 1, and it establishes a model for keeping at-risk nuclear plants operational through direct corporate offtake rather than state subsidy. The Clinton plant had been scheduled for premature closure in 2017 and kept alive only by Illinois’ Zero Emission Credit program; the Meta deal ends that dependence permanently. Meta remains in final discussions on additional nuclear procurement of 1 to 4 GW through an ongoing RFP process.
