NERC Files Three-Year Wildfire Action Plan With FERC Alongside Canadian Mitigation Report

NERC filed a three-year Wildfire Action Plan with the Federal Energy Regulatory Commission in Washington, D.C. on July 9, 2026, and released a companion report, “Wildfire Mitigation: Canadian Perspectives,” drawn from an April workshop in Calgary, Alberta. The filing commits the reliability organization to a wildfire reliability guideline in 2027, a review of one or more Reliability Standards beginning in 2028, and sustained engagement with the North American Transmission Forum and federal authorities. The package lands two months after NERC’s May 2026 wildfire-ignition report, which recommended extending the FAC-003 vegetation-management standard from lines rated 200 kV and above down to facilities rated 100 kV and above.
What the Plan Commits To
The action plan follows NERC’s May report on wildfire-ignition practices and lists three elements: the wildfire reliability guideline to be filed in 2027, the Reliability Standards review beginning in 2028, and ongoing outreach to industry stakeholders, the North American Transmission Forum, and federal authorities. The Canadian Perspectives report distills the workshop NERC convened with Electricity Canada on April 8-9, 2026, and lands on three findings: probabilistic wildfire risk assessment belongs inside reliability planning where traditional deterministic methods no longer suffice, existing Reliability Standards deserve evaluation for wildfire-specific modifications, and utilities need defined operating practices for high-risk fire conditions. “The impact of wildfires on the electric grid is greater than in years past,” said Mark Lauby, NERC’s chief engineer, in the release.
Why It Matters
Wildfire cuts both ways through the grid. Conductors and hardware start fires, through vegetation contact and equipment failure, and fires degrade the grid in return, through smoke-driven insulator flashover, thermal derates, and preemptive shutoffs. Deterministic planning treats those risks as fixed clearances and static ratings; probabilistic methods weight fuel moisture, wind, and terrain inside the same calculation, which is how insurers already price the exposure. The concrete standards hook is FAC-003, the vegetation-management standard. Extending it from the 200 kV transmission tier down to 100 kV facilities would pull a substantially larger share of the network into mandatory clearance and inspection requirements for the first time.
Critical Perspective
The schedule is the tell. A voluntary guideline arrives in 2027, a standards review only begins in 2028, and NERC’s standards process typically runs years from initiation to enforceable requirement, so a binding wildfire-specific standard before roughly 2030 is hard to see. Trade coverage of the May report noted that utility equipment has started catastrophic fires before, including 2021’s Dixie Fire, and utilities in fire country already run large mitigation budgets without waiting for the ERO. The plan coordinates and documents; it does not require. Until a standard with penalties lands, wildfire mitigation on most of the system remains a state-regulator and utility-budget question, and the reliability math stays exposed to the worst fire season rather than the average one.
